Spent the first 3 years of career working on the Gawler Rail Electrification Project and Inland Rail Project before joining the ARTC Signalling Team in 2021. Since then\, has been designing signalling systems across the ARTC network which includes SA\, VIC\, NSW \n  \n  \n  \nHuman Factors – Cognitive Biases in Signal Engineering\nCognitive biases are systematic unconscious errors in thinking that distort decision-making\, design choices\, and risk assessment. Because engineering relies on strict logic and data\, these mental shortcuts can severely compromise performance and safety. Talks about the cognitive biases that can affect the railway work environment\, the errors it can cause and some recommendations on how to minimize the effects. \n \nGraeme Baker – Area Planner Adelaide and Broken Hill\, Australian Rail Track Corporation \nGraeme started his rail career in 1983 at the Islington workshops Kilburn as an apprentice “Electrical Fitter” following on from this Graeme worked at locations all across South Australia before finishing his work in the field in 2019 as “Work group leader Murray Bridge”. During the time he was an OHS representative for many years. The last 7 years have been in the Mile End offices as an Area Planner. \n  \nLevel Crossing Remote Activation\nFitting an active level crossing with a Kiwi designed unit to allow the remote activation with handheld remote similar to the of a home roller door. Allows track vehicles to transverse safely and Signalling personal to check crossing functionality and flashing light alignment. \nAndrew Mac – Signalling Communications Lead & Systems Engineer\, Quantum Rail \nAndrew Mac is a Signalling Communications Lead and Systems Engineer specialising in the interface between signalling\, communications\, axle counter and maintenance systems. At Quantum Rail\, he leads the signalling communications design on the Melbourne Airport Rail Stage 1 Freight Package\, coordinating across MTM\, V/Line and ARTC. His background spans network architecture\, fibre transmission\, OT cybersecurity\, and axle counter integration across major Australian and New Zealand rail projects\, including the $1.6B High-Capacity Signalling program. Andrew is an Associate Member of the AMIRSE. \n  \n \nMaarten Burghout – Head of Technology\, Quantum Rail\nMaarten Burghout is a Signalling Independent Certifier and ETCS Interface specialist with over a decade of experience across rolling stock and trackside train protection systems. As Principal Technical Consultant\, he led an eight-person ERTMS test group across Europe and now provides ERTMS and ATP consultancy at Quantum Rail\, with a focus on ANZ-region tendering and delivery. His work spans systems integration\, track-train compatibility\, GSM-R/FRMCS telecommunications\, and accident investigation\, with advisory experience supporting Eurostar\, Thalys\, NS\, and KiwiRail. Maarten is an Affiliate Member of the IRSE \n  \nCyber Security for ETCS\nAs Australia moves toward a unified\, ETCS-based rail network under the National Rail Action Plan\, operators face the dual challenge of deploying modern signalling while meeting SOCI Act cybersecurity obligations. This paper applies TS 50701 — the rail-specific adaptation of IEC 62443 — to ETCS deployments in brownfield environments\, focusing on EULYNX standardised interfaces and their security gateways. Building on AS 7770’s principle that an unsecured system cannot be fully safe\, it argues that cybersecurity must be treated as integral to safety rather than a supplementary concern. Using a risk assessment methodology aligned with EN 50126’s RAMS V-cycle\, the paper shows how systems can be decomposed into zones and conduits\, with security level targets systematically derived and validated against existing brownfield controls. A worked example of an ETCS Level 2 deployment with FRMCS communications illustrates the approach. The paper offers practical guidance for Australian operators and signalling practitioners as ETCS accelerates toward 2032\, reinforcing that safety and security are interdependent\, not competing\, priorities.
