Mike was the Delivery Director leading the integrated delivery partner for the uniquely collaborative ETCS programme on ECML. The rollout of ETCS on the East Coast Main Line will be the UK’s first intercity mainline to be upgraded to digital signalling in the UK and will lay the foundation for further improvements across the network. The programme included preparing all businesses for ETCS Level 2 operation. \nETCS Rollout in Belgian Railways\nThomas Laguérie is an ETCS Engineer with Mott MacDonald specialising in railway signalling systems and integrated systems design. Thomas has developed expertise in ERTMS deployment\, system architecture\, and functional specification analysis\, contributing to major European rail projects for Infrabel and was part of the ERTMS Users Group based in Brussels. Belgium’s RIM\, Infrabel\, has recently completed the nationwide rollout of ETCS. Introducing MRWS has required careful engagement with the RMTU using a high engagement\, high performance model — recognising that shifting from full-protection night work to MRWS-supported day works has real impacts on worker income\, routine\, and trust in the system. Brendon will share what the early trials have revealed: the system performs as designed\, faults positively\, but requires cultural and procedural shifts that take time to embed across BAU operations. \nThe session will draw on Brendon’s firsthand experience leading the MRWS rollout and offer candid reflections on what’s working\, what the challenges are\, and what the broader lessons might be for the New Zealand rail industry as it looks to adopt more sophisticated safety technologies across an increasingly active network. \nPresenter Bio\nBrendon Judd\, MRWS Project Manager\, KiwiRail\nBrendon Judd brings over four decades of experience across the New Zealand and international rail industry\, spanning locomotive operations\, competency management\, safety compliance\, and standards development. Beginning his career in 1983 as a locomotive trainee\, he progressed to hold a first-grade driving certificate before embarking on further study — completing a Master’s degree in history and publishing a book based on his research into the NZ Railway Group’s contribution to the North African Campaign of WWII. \nReturning to the rail industry in 2001\, Brendon held progressively senior roles at KiwiRail\, including Occupational Competency Manager\, Training Manager\, Compliance Manager\, and Senior Systems & Standards Advisor — giving him an unusually broad view of how operational rules\, safety systems\, and workforce capability intersect. He went on to serve as Operations Standards Manager at Transdev before rejoining KiwiRail in August 2025 to lead the implementation of the Mobile Radio Warning System (MRWS) on the Auckland metro network.

DESCRIPTION:Overview\nTasRail is pleased to invite members of the Railway Technical Society of Australasia (RTSA) to join us in Northern Tasmania for a unique technical visit showcasing key aspects of the state’s freight rail operations. \nThe visit will include a guided tour of TasRail’s East Tamar Maintenance Facility in Launceston\, the central hub for locomotive and rollingstock maintenance across the Tasmanian network. Participants will gain insight into the maintenance strategies and operational challenges associated with maintaining a geographically isolated freight railway\, as well as a first-hand look at the Locomotive Life Extension Project that is currently underway\, bringing back to life locomotives from the 1960’s and 70’s. \nMembers will also have the opportunity to observe remote control locomotive operations at Devonport\, where TasRail has successfully reinstated remote control technology within its cement train operations following the runaway event that occurred in 2018. By establishing a common methodology\, it enables road and rail stakeholders to make informed\, transparent\, and evidence-based decisions regarding level crossing safety\, investment priorities\, and risk mitigation measures. \nA key principle of the LCRMG Version 6 is the application of the ‘So Far As Is Reasonably Practicable’ (SFAIRP) framework. This ensures that risk reduction measures are implemented to the extent that is reasonably practicable\, taking into account the balance between the level of risk and the effort\, time\, and cost required to mitigate that risk. \nImportantly\, the guide recognises that level crossing safety is a shared responsibility. Effective management of level crossing risk requires ongoing collaboration between KiwiRail\, Road Controlling Authorities\, NZTA\, and other relevant stakeholders. Through shared accountability and coordinated decision-making\, the guide aims to improve safety outcomes\, optimise the allocation of resources\, and support the long-term reduction of risk across New Zealand’s level crossing network. \nPresenter\nEddie Cook has been involved in the Road/ Rail safety engineering field for over 30 years. Eddie has extensive technical and practical knowledge of Level Crossing Risk Assessment processes. Eddie is Kiwirail’s recognised Subject Matter Expert for Level crossing Risk and the ALCAM (Australian Level rossing Assessment Model). \nGareth Williams is a Rail Safety and Assurance Manager with Auckland Transport. Gareth recieved a Lifetime Achievement Award at the New Zealand Rail Conference following a career in rail safety with Transdev and KiwiRail.

Since then\, has been designing signalling systems across the ARTC network which includes SA\, VIC\, NSW \n  \n  \n  \nHuman Factors – Cognitive Biases in Signal Engineering\nCognitive biases are systematic unconscious errors in thinking that distort decision-making\, design choices\, and risk assessment. Because engineering relies on strict logic and data\, these mental shortcuts can severely compromise performance and safety. Talks about the cognitive biases that can affect the railway work environment\, the errors it can cause and some recommendations on how to minimize the effects. \n \nGraeme Baker – Area Planner Adelaide and Broken Hill\, Australian Rail Track Corporation \nGraeme started his rail career in 1983 at the Islington workshops Kilburn as an apprentice “Electrical Fitter” following on from this Graeme worked at locations all across South Australia before finishing his work in the field in 2019 as “Work group leader Murray Bridge”. During the time he was an OHS representative for many years. The last 7 years have been in the Mile End offices as an Area Planner. \n  \nLevel Crossing Remote Activation\nFitting an active level crossing with a Kiwi designed unit to allow the remote activation with handheld remote similar to the of a home roller door. Allows track vehicles to transverse safely and Signalling personal to check crossing functionality and flashing light alignment. \nAndrew Mac – Signalling Communications Lead & Systems Engineer\, Quantum Rail \nAndrew Mac is a Signalling Communications Lead and Systems Engineer specialising in the interface between signalling\, communications\, axle counter and maintenance systems. At Quantum Rail\, he leads the signalling communications design on the Melbourne Airport Rail Stage 1 Freight Package\, coordinating across MTM\, V/Line and ARTC. His background spans network architecture\, fibre transmission\, OT cybersecurity\, and axle counter integration across major Australian and New Zealand rail projects\, including the $1.6B High-Capacity Signalling program. Andrew is an Associate Member of the AMIRSE. \n  \n \nMaarten Burghout – Head of Technology\, Quantum Rail\nMaarten Burghout is a Signalling Independent Certifier and ETCS Interface specialist with over a decade of experience across rolling stock and trackside train protection systems. As Principal Technical Consultant\, he led an eight-person ERTMS test group across Europe and now provides ERTMS and ATP consultancy at Quantum Rail\, with a focus on ANZ-region tendering and delivery. His work spans systems integration\, track-train compatibility\, GSM-R/FRMCS telecommunications\, and accident investigation\, with advisory experience supporting Eurostar\, Thalys\, NS\, and KiwiRail. Maarten is an Affiliate Member of the IRSE \n  \nCyber Security for ETCS\nAs Australia moves toward a unified\, ETCS-based rail network under the National Rail Action Plan\, operators face the dual challenge of deploying modern signalling while meeting SOCI Act cybersecurity obligations. This paper applies TS 50701 — the rail-specific adaptation of IEC 62443 — to ETCS deployments in brownfield environments\, focusing on EULYNX standardised interfaces and their security gateways. Building on AS 7770’s principle that an unsecured system cannot be fully safe\, it argues that cybersecurity must be treated as integral to safety rather than a supplementary concern. Using a risk assessment methodology aligned with EN 50126’s RAMS V-cycle\, the paper shows how systems can be decomposed into zones and conduits\, with security level targets systematically derived and validated against existing brownfield controls. A worked example of an ETCS Level 2 deployment with FRMCS communications illustrates the approach. The paper offers practical guidance for Australian operators and signalling practitioners as ETCS accelerates toward 2032\, reinforcing that safety and security are interdependent\, not competing\, priorities.

This event offers the special opportunity to experience the historic RX224 steam locomotive\, which has been in operation for more than a century\, pulling beautifully preserved heritage carriages and tenders. Facilities including toilets are available both on board and at each station to ensure your comfort throughout the journey. She has held key safety leadership roles on major projects including City Rail Link\, Auckland Light Rail\, and KiwiRail\, as well as roles with the Auckland Metro Rail Operator\, and specialises in demonstrating system safety and operational outcomes. \nGabriella was awarded the TrackSAFE Foundation New Zealand Safety Leadership Award in 2025 for her sustained contribution to rail safety.
