Engineering Assurance in Action: Lessons from Australia’s Major Rail Projects

In collaboration with the PWI, this presentation will explore how TSA Riley’s engineering experts have supported three landmark rail projects—from South Australia’s Tram Grade Separation Program to Victoria’s Regional Rail Revival and the Suburban Rail Loop—sharing practical insights into construction verification, design optimisation, standards compliance and engineering assurance.

TSA Riley is a global consultancy that has operated in South Australia since 2020. They have expertise in both heavy and light rail, with services covering Rail Operational Planning & Modelling​, Systems Engineering & Safety Assurance​, Requirements Management​, Project Management, Design Management​ and Construction Verification​.

Representatives from the SA and Victorian offices will present their recent experience on three projects:

  • Tram Grade Separation Program (SA) – Construction Verification Services
  • Regional Rail Revival Program (Vic) – Optimising design solutions for compliance with Standards​
  • Suburban Rail Loop (Vic) – Engineering and Assurance Support for Early Works​

The presenters will be:

Victor Pisaniello, Senior Project Manager, SA

Victor is a qualified mechanical engineer with 20 years’ engineering/PM experience in transport and utilities, having held roles in project planning, design, construction and commissioning. He has worked on major South Australian infrastructure projects such as the Eyre Peninsula Desalination Plant, Flinders Adelaide Container Terminal Upgrade, O-Bahn City Access, Northern Connector, Gawler Rail Electrification, City Tram Extension and City South Tramline Replacement projects. He enjoys working on projects that deliver positive outcomes to the community and has a specific interest in public transport.

Victor is currently working as a Program Manager within SA Water, supporting the delivery of water and wastewater infrastructure to enable State Government’s Housing Roadmap program.

Tano Allocca, Senior Project Manager, SA

​Ian Ward, Associate Director, Victoria

Ian is a qualified civil/structural engineer (majoring in survey/geospatial) with a Senior Executive MBA from the University of Melbourne Business School. He is a project manager with 35 years’ transport infrastructure experience throughout the project lifecycle; from initial planning and design, to construction, commissioning, operation and maintenance. He is highly collaborative with an acute focus on stakeholders and outcomes. Ian is passionate about delivering projects which enhance livelihoods and revitalise communities.

Ian has extensive rail experience gained within Tier 1 International design engineering consultancies including Arcadis, Aurecon, WSP, and Mott MacDonald, in addition to numerous client-side roles as either a Technical Advisor, Design Manager, or Engineering Manager. He has worked on major projects around the world including the London Underground, Jubilee Line Extension Project, Kuala Lumpur Light Rail Transit 2, Transport for NSW Parramatta Light Rail, VIDA Rail Level Crossing Removal Program, Victorian Department of Transport & Planning (DTP) Standards Taskforce, and is currently the Technical Integration Director for the Melbourne Airport Rail Stage 1 project. He also previously held the role of V/Line Chief Engineer.

Gina Lawrance, Project Director, Victoria

Gina has been delivering major metropolitan rail and transit infrastructure projects across Australia, UK and USA over the last 20 years.  Gina studied Civil Engineering and Commerce in Perth, Western Australia, and worked on projects in Perth, Albany and Sydney before relocating to London. Whilst in London she worked on a variety of Transport for London projects such as the early stages of the Elizabeth Line, London Overground and the Docklands Light Railway. In 2016 she relocated to Seattle, USA to lead the Rail Systems contract from Final Design to Operations for the Northgate Link Rail Extension. Gina returned to Australia in 2022 and joined TSA Riley where she has been seconded to the Regional Rail Revival and the Suburban Rail Loop projects.
